Thomas was the third child of William and Anne, born on 27 April 1779 in Uxbridge where is father was an Innkeeper there.

He married Marie Anne Reinagle (the daughter of the Royal Academician Philip Reinagle whose paintings can been seen at the V&A and the Tate in London) in her parish of St Marylebone, Westminster on 09 April 1803. By the following year we know that he is a practising lawyer, living at 15 Stamford St, Blackfriars. By 1807 he is living at 23/24 Bernard Street, Russell Square and is a partner at the law firm Clarke, Budd, Burroughs & Hayes. Moving to No 32 Bedford Row in 1811, he then became a founding partner at Budd, Brodie and Hart, where he worked until his death at his home in 1829. He was clearly a prominent lawyer of his time, regularly appearing in the London Gazette as a host at legal dinners in the presence of the King and leading important cases.

He and Marie had eleven children:

Thomas Angell b 16 Jan 1804- died an infant 3 weeks after birth (BJ Angell was Thomas‘ brother-in-law by marriage to his eldest sister, Ann)

Thomas William b 15 April 1805

Edward Bernal b 30 May 1806, died 2 years later

Sabine b 26 August 1807 (of interest to note that Mrs Thelluson was Godmother to Sabine, wife of George Thelluson who sponsored Thomas’ brother George into the East India Company Army)

Ralph b 25 August 1809

George Rowcroft b 27 May 1810 - his father’s will provides for the purchase of George’s commission into the East India Company Army and George is later to become a Major in the Bengal Cavalry and died in 1858 in Camberwell, London

Alexander Hassall b 27 September 1811

Maria Jeanette b 15 March 1813

Anne Frances b 30 June 1816 (Godparents BJ Angell and his wife, Thomas’ eldest sister, Ann)

A further 2 still-born children, born 17 March 1815 and 7 October 1817

Thomas Budd died on 14 July 1829 and is buried in the same tomb as his wife in St John’s Wood church (she pre-deceased him, dying on 25 May 1819, some 10 years earlier).
